Employee Level Telecom Services Inventory And Cost Allocation.
There is a difference between being "Accurate" and being "Correct". 

The vast majority of the changes made to a corporate telecom services is due to the continual change in personell.  The average U.S. company has a 15% annual employee turn over rate.   

If an employee leaves the company, what controls do you have in place to assure that all of their services were either disconnected or re-assigned?  At most companies, Accounts Payable, I.T. and Human Resources have no way of effectively communicating these changes.   Even if you audit your bills every month for rate errors, how does someone in A.P., or an auditor, know that Joe Smith left the company 2 months ago and your still getting a bill?  Although the bill may be "accurate" it is far from "correct".
