Mr. Weissberg brings over 20 years of legal experience to the Optelcon Team.   Unlike many lawyers who take a narrow -- "legalistic" -- view of business matters, Ariel is widely known and respected for his grasp of the complex interplay between legal issues and broader business concerns and challenges. Beyond problem solving, Ariel proactively practices "problem-avoidance", and enables both our partners and clients to advance more efficiently and with greater vision.  As a ruthless negotiator, Ariel's significant telecom contract negotiating experience enables our clients to secure the best terms, conditions and pricing.    Ariel has deep roots in the Chicago community. The son of Rabbi Victor H. Weissberg, Ariel graduated from Washington University (B.A. 1976) and received his J.D. from St. Louis University Law School (1979). He returned to Chicago, where, besides practicing law, he involved himself in charitable and community-based activities.
 

Maria Arteaga- VP Of Information And Business Process Engineering

Maria Arteaga -Vice President of Data Architecture and Business Process Engineering

As Vice President of Data Architecture And Business Process Engineering, Maria is responsible for the database design, development, and general management of our cutting edge systems. Maria is also responsible for the management of our development team in both the U.S. and Bucharest, Romania.

Prior to joining Optelcon, Ms. Arteaga was one of the 5 original individuals who started Universal Access. Maria was largely responsible for the technical execution of the UAI business plan. Maria was the original data architect and developer for Universal Access', Patented and industry leading, multi-vendor quoting and provisioning systems; used by virtually every major U.S. and European Telecommunications company. In addition, Maria was integral in the design and development of the Universal Information Exchange (UIX). The UIX is currently the largest repository of network infrastructure in the world; detailing the fiber optic networks of over 50 carriers, in over 500,000 buildings. These systems enabled Universal Access to grow from the original 5 person team to a publicly traded company with a market capitalization in excess of 2.5B.

Throughout her tenure at Universal Access, she performed a number of critical functions and stepped into a number of roles as the company grew. These roles included, operations, process engineering, knowledge management, developing cost and network auditing programs as well as creating the UIX and Provisioning systems.

Maria lead the company initiative to acquire ISO 9001 compliance. As part of the ISO 9001 initiative she developed and managed a cross functional process definition and improvement effort. Ms. Arteaga also managed the processing of carrier infrastructure and cost information used for analysis and the development of proprietary pricing tools such as Quick Quote, a pricing and configuration tool customized to client specifications.

Prior to Universal Access, Ms. Arteaga was responsible for system development, general accounting and the creation of automated billing systems for Arista Communications, the largest master agency for Teleport Communications Group (Now AT&T).

Ms. Arteaga started her career at Telecomet, Inc, an international Voice and Data Network Design Integrator. Ms. Arteaga's roles included office administration, project management and engineering support, purchasing of all computer network, telephone and trading system equipment. While at Telecomet, Ms. Arteaga co-developed an automated Purchase Order system.

Bob is an energetic 20 year telecommunications/technology executive who has created success in many facets of the industry. He co-founded and has served as CTO, President of Sales and Marketing, COO and Vice Chairman for a publicly traded telecommunications company.

Bob’s business and capital raising experiences include being half of the 2 man team which rose over $250M in equity capital over 4 rounds of private and venture funding, as well as an extremely successful Goldman Sachs led IPO. During his tenure, Universal Access grew from a 5 person angel funded company, to having a market cap of over $5Billion in less than 5 years.

Bob’s technical experience ranges from being the co-holder of 2 patents on industry changing databases, provision and online quoting systems as well as carrier grade, multi-carrier, fiber optic network hubs. Recently, Bob was the creative force and architect behind the development of an "On-Demand" web based enterprise telecommunications management software, currently being used by fortune 100 companies.

Bob’s Sales and Marketing successes include organically growing sales from $0 revenue to a run rate of over $200M in less than 5 years as well as being one of the top 3 sales people for both Cable and Wireless and the metropolitan fiber ring company, Teleport Communications Group earlier in his career.

Bob’s operational successes include creating a vendor relations strategy which allowed Universal Access to maintain a 30% operating margin throughout the telecom pricing crash. Bob managed significant “C” relationships with virtually every major telecom company and negotiated over $400M in aggregate telecom contacts.
